The city

Landmark: Hungnam Industrial Complex & Majon Beach.

• The Hungnam Fertilizer Complex — the largest chemical industrial facility in North Korea — produces nitrogen fertilizer that underpins national agricultural output, linking Hamhung's industrial management directly to national food security; the City People's Committee coordinates power allocation, water supply, and worker housing under production targets set by state planning bodies, making Hamhung a city where municipal administration and central economic planning operate as a single integrated system.
• Hamhung was rebuilt from rubble after the Korean War with technical assistance from East German construction teams in the 1950s — creating the planned socialist urban grid, factory district layout, and monumental civic buildings that define the city's current form — making Hamhung one of the few cities in the world whose modern urban structure was entirely designed and constructed by a foreign nation's urban planners within a single postwar reconstruction period.

How a term works

Take office and every day brings a live situation from the city's services: a decision to make and a result that is measured. A term is scored on approval, infrastructure, environment and innovation, inside a real budget, and every mayor's work adds to Hamhung's own record on the Board of Mayors. You are not alone in office: message and chat with other mayors, form a council with friends, trade with nearby cities and send aid. Cities rise together: there is no losing city.
